Legal framework
The amendment to the Heating Costs Ordinance has set two deadlines that affect every property — and it has opened up access to meter data.
Because new devices must be interoperable, consumption data can be read regardless of the manufacturer. Billing is therefore no longer technically tied to the supplier of the meters — staying with a metering provider has become a free choice.

Switching
Switching metering provider rarely fails because of price and almost always because of deadlines. We review both contracts and plan the transition so that no billing period is interrupted.
Contract terms, notice periods and devices for each property. The key question is whether the devices are rented or owned.
Termination of the service contract and — if necessary — the device rental contract at the earliest possible date.
Keep using existing devices or install new ones. Devices that cannot be read remotely are retrofitted by 31 December 2026.
Master data, meter numbers and previous year’s readings are transferred so that billing continues without a gap.

Costs
Under § 7 Abs. 2 HeizkostenV and § 2 of the Operating Costs Ordinance (Betriebskostenverordnung, BetrKV), the costs of consumption metering and billing count as operating costs and are passed on to the users as before.

Under § 5 Abs. 3 HeizkostenV, consumption metering equipment that cannot be read remotely must be retrofitted or replaced with remotely readable devices by 31 December 2026. Since 1 December 2022, only remotely readable and interoperable devices may be newly installed in any case.
If remotely readable devices are installed, users must be provided with monthly information on their heating and hot water consumption under § 6a HeizkostenV. MEVIO produces it automatically and delivers it by email or via the portal of the responsible property manager.
Yes. Installation to DIN 14676, the annual inspection and documentation for each device and room are part of the service. If the devices support remote inspection, no appointment in the flat is needed here either.
Yes. What matters are the notice periods of the service contract and of the device rental contract, which often run for different lengths of time. We review both contracts, plan the transition and take over master data, meter numbers and previous year’s readings so that billing continues without a gap.
Not necessarily. If remotely readable, open-interface devices are already installed, they continue to be used and are read via a gateway. If new devices are due anyway, because the device rental contract is expiring or the retrofitting obligation applies, we combine the device replacement with the switch.
